of Marksmanship

Army Study Guide

The soldier must understand and apply the four key fundamentals before he approaches the firing line. He must establish a steady position allowing observation of the target. He must aim the rifle at the target by aligning the sight system, and fire the rifle without disturbing this alignment by improper breathing or during trigger squeeze. These skills are known collectively as the four fundamentals. Applying these four fundamentals rapidly and consistently is the integrated act of firing.

A. Steady Position. When the soldier approaches the firing line, he should assume a comfortable, steady firing position. The time and supervision each soldier has on the firing line are limited. He must learn how to establish a steady position during integrated act of dry-fire training. The firer is the best judge of the quality of his position. If he can hold the front sight post steady through the fall of the hammer, he has a good position. The steady position elements are as follows.

1. Nonfiring Handgrip. The rifle hand guard rests on the heel of the hand in the V formed by the thumb and fingers. The grip of the non-firing hand is light.

2. Rifle Butt Position. The butt of the rifle is placed in the pocket of the firing shoulder. This reduces the effect of recoil and helps ensure a steady position.

3. Firing Handgrip. The firing hand grasps the pistol grip so it fits the V formed by the thumb and forefinger. The forefinger is placed on the trigger so the lay of the rifle is not disturbed when the trigger is squeezed. A slight rearward pressure is exerted by the remaining three fingers to ensure that the butt of the stock remains in the pocket of the shoulder, minimizing the effect of recoil.

4. Firing Elbow Placement. The firing elbow is important in providing balance. Its exact location depends on the firing/fighting position used. Placement should allow shoulders to remain level.

5. Nonfiring Elbow. The non-firing elbow is positioned firmly under the rifle to allow a comfortable and stable position. When the soldier engages a wide sector of fire, moving targets, and targets at various elevations, his non-firing elbow should remain free from support.

6. Cheek-to-Stock Weld. The stock weld should provide a natural line of sight through the center of the rear sight aperture to the front sight post and on to the target. The firer's neck should be relaxed, allowing his cheek to fall naturally onto the stock. Through dry-fire training, the soldier practices this position until he assumes the same cheek-to-stock weld each time he assumes a given position, which provides consistency in aiming. Proper eye relief is obtained when a soldier establishes a good cheek-to-stock weld. A small change in eye relief normally occurs each time that the firer assumes a different firing position. The soldier should begin by trying to touch the charging handle with his nose when assuming a firing position. This will aid the soldier in maintaining the same cheek-to-stock weld hold each time the weapon is aimed. The soldier should be mindful of how the nose touches the charging handle and should be consistent when doing so. This should be critiqued and reinforced during dry-fire training.

7. Support. When artificial support (sandbags, logs, stumps) is available, it should be used to steady the position and support the rifle. If it is not available, then the bones, not the muscles, in the firer's upper body must support the rifle.

8. Muscle Relaxation. If support is used properly, the soldier should be able to relax most of his muscles. Using artificial support or bones in the upper body as support allows him to relax and settle into position. Using muscles to support the rifle can cause it to move due to muscle fatigue.

9. Natural Point of Aim. When the soldier first assumes his firing position, he orients his rifle in the general direction of his target. Then he adjusts his body to bring the rifle and sights exactly in line with the desired aiming point. When using proper support and consistent cheek to stock weld the soldier should have his rifle and sights aligned naturally on the target. When correct body-rifle-target alignment is achieved, the front sight post must be held on target, using muscular support and effort. As the rifle fires, muscles tend to relax, causing the front sight to move away from the target toward the natural point of aim. Adjusting this point to the desired point of aim eliminates this movement. When multiple target exposures are expected (or a sector of fire must be covered), the soldier adjusts his natural point of aim to the center of the expected target exposure area (or center of sector).

B. Aiming. Having mastered the task of holding the rifle steady, the soldier must align the rifle with the target in exactly the same way for each firing. The firer is the final judge as to where his eye is focused. The instructor or trainer emphasizes this point by having the firer focus on the target and then focus back on the front sight post. He checks the position of the firing eye to ensure it is in line with the rear sight aperture.

1. Rifle Sight Alignment. Alignment of the rifle with the target is critical. It involves placing the tip of the front sight post in the center of the rear sight aperture. Any alignment error between the front and rear sights repeats itself for every 1/2 meter the bullet travels. For example, at the 25-meter line, any error in rifle alignment is multiplied 50 times. If the bullet is misaligned by 1/10 inch, it causes a target at 300 meters to be missed by 5 feet.

2. Focus of the Eye. A proper firing position places the eye directly in line with the center of the rear sight aperture. When the eye is focused on the front sight post, the natural ability of the eye to center objects in a circle and to seek the point of greatest light (center of the aperture) aid in providing correct sight alignment. For the average soldier firing at combat-type targets, the natural ability of the eye can accurately align the sights. Therefore, the firer can place the tip of the front sight post on the aiming point, but the eye must be focused on the tip of the front sight post. This causes the target to appear blurry, while the front sight post is seen clearly. Two reasons for focusing on the front sight post are:

I. Only a minor aiming error should occur since the error reflects only as much as the soldier fails to determine the target center. A greater aiming error can result if the front sight post is blurry due to focusing on the target or other objects.

II. Focusing on the tip of the front sight post aids the firer in maintaining proper sight alignment.

3. Sight Picture. Once the soldier can correctly align his sights, he can obtain a sight picture. A correct sight picture has the target, front sight post, and rear sight aligned. The sight picture includes two basic elements: sight alignment and placement of the aiming point.

a. Placement of the aiming point varies, depending on the engagement range. For example, the figure below shows a silhouette at 300 meters where the aiming point is the center of mass, and the sights are aligned for a correct sight picture.

b. A technique to obtain a good sight picture is the side aiming technique. It involves positioning the front sight post to the side of the target in line with the vertical center of mass, keeping the sights aligned. The front sight post is moved horizontally until the target is directly centered on the front sight post.

4. Front Sight. The front sight post is vital to proper firing and should be replaced when damaged. The post should be blackened anytime it is shiny since precise focusing on the tip of the front sight post cannot be done otherwise.

5. Aiming Practice. Aiming practice is conducted before firing live rounds. During day firing, the soldier should practice sight alignment and placement of the aiming point. Using training aids such as the M15A1 aiming card can do this.

C. Breath Control. As the firer's skills improve and as timed or multiple targets are presented, he must learn to control his breath at any part of the breathing cycle. Two types of breath control techniques are practiced during dry fire. The coach/trainer ensures that the firer uses two breathing techniques and understands them by instructing him to exaggerate his breathing. The firer must be aware of the rifle's movement (while sighted on a target) as a result of breathing.

1. The first technique is used during zeroing (and when time is available to fire a shot). There is a moment of natural respiratory pause while breathing when most of the air has been exhaled from the lungs and before inhaling. Breathing should stop after most of the air has been exhaled during the normal breathing cycle. The shot must be fired before the soldier feels any discomfort.

2. The second breath control technique is employed during rapid fire (short-exposure targets). Using this technique, the soldier stops his breath when he is about to squeeze the trigger.

D. Trigger Squeeze. A novice firer can learn to place the rifle in a steady position and to correctly aim at the target if he follows the basic principles. If the trigger is not properly squeezed, the rifle will be misaligned with the target at the moment of firing.

1. Rifle Movement. Trigger squeeze is important for two reasons: First, any sudden movement of the finger on the trigger can disturb the lay of the rifle and cause the shot to miss the target. Second, the precise instant of firing should be a surprise to the soldier. The soldier's natural reflex to compensate for the noise and slight punch in the shoulder can cause him to miss the target if he knows the exact instant the rifle will fire. The soldier usually tenses his shoulders when expecting the rifle to fire. It is difficult to detect since he does not realize he is flinching. When the hammer drops on a dummy round and does not fire, the soldier's natural reflexes demonstrate that he is improperly squeezing the trigger.

2. Trigger Finger. The trigger finger (index finger on the firing hand) is placed on the trigger between the first joint and the tip of the finger (not the extreme end) and adjusted depending on hand size, grip, and so on. The trigger finger must squeeze the trigger to the rear so the hammer falls without disturbing the lay of the rifle. When a live round is fired, it is difficult to see what effect trigger pull had on the lay of the rifle. It is important to experiment with many finger positions during dry-fire training to ensure the hammer is falling with little disturbance to the aiming process.

a. As the firer's skills increase with practice, he needs less time spent on trigger squeeze. Novice firers can take five seconds to perform an adequate trigger squeeze, but, as skills improve, he can squeeze the trigger in a second or less. The proper trigger squeeze should start with slight pressure on the trigger during the initial aiming process. The firer applies more pressure after the front sight post is steady on the target and he is holding his breath.

b. The coach/trainer observes the trigger squeeze, emphasizes the correct procedure, and checks the firer's applied pressure. He places his finger on the trigger and has the firer squeeze the trigger by applying pressure to the coach/trainer's finger. The coach/trainer ensures that the firer squeezes straight to the rear on the trigger avoiding a left or right twisting movement. The coach/trainer observes that the firer follows through and holds the trigger to the rear for approximately one second after the round has been fired. A steady position reduces disturbance of the rifle during trigger squeeze.

c. Wobble area is the movement of the front sight around the aiming point when the rifle is in the steadiest position. From an unsupported position, the firer experiences a greater wobble area than from a supported position. If the front sight strays from the target during the firing process, pressure on the trigger should be held constant and resumed as soon as sighting is corrected. The position must provide for the smallest possible wobble area. From a supported position, there should be minimal wobble area and little reason to detect movement. If movement of the rifle causes the front sight to leave the target, more practice is needed. The firer should never try to quickly squeeze the trigger while the sight is on the target. The best firing performance results when the trigger is squeezed continuously, and the rifle is fired without disturbing its lay.

Scientists May Have Just Discovered
A Parallel Universe Leaking Into Ours!

We may have just, for the first time ever, caught a momentous glimpse of a parallel universe bumping against our own.

Scientists say that signals from the furthest reaches of space suggest that the fabric of our universe is being disrupted by another universe. The discovery could provide proof of the multiverse theory, which says that there are many alternate universes.

Dr. Ranga-Ram Chary, a researcher at the California Institute of Technology in Pasadena, examined data from the cosmic microwave background gathered by the European Space Agency’s Planck Space Telescope. Within this glow left over from the moments after the Big Bang, he discovered a number of spots where the microwave light was far brighter than it should be. He claims that theses may be signals caused by the interaction between our universe and another one a few hundred thousand years after the Big Bang around 13.8 billion years ago.

The existence of multiple universes – a multiverse – has been considered scientifically plausible. If all these universes emerged from the same Big Bang, then they’re likely sitting together in a row, vibrating. According to the theory, if these universes touch one another, the resulting collision would leave some sort of evidence. According to New Scientist, which first reported the Dr. Chary’s research, this is akin to two bubbles bumping into each other. These so-called “bubble universes”, which are expanding within the multiverse, bumped into each other as they expanded after the Big Bang, leaving an imprint on each other’s outer surface.

Dr. Chary says the signals he has seen suggest the alternate universe may be very different from our own. He says it could have a ratio of subatomic particles called baryons and photons that is about ten times greater than what we see in our own universe. This would mean that the physics in this alternate universe could be quite different from our own.

Dr. Chary explained, “The fine tuning of parameters in the early universe required to reproduce our present day universe suggests that our universe may simply be a region within an eternally inflating super-region. Many other regions beyond our observable universe would exist with each such region governed by a different set of physical parameters than the ones we have measured for our universe.”

Dr. Chary came to his conclusions by using models of the cosmic microwave background and subtracting it from Planck’s pictures of the entire sky. He then removed signals from the stars, gas and dust. With all these removed, all that should have been visible in the images was noise. However, Dr. Chary reports that instead he found scattered patches that were 4,500 times brighter than they should have been. They are thought to come from an era in the universe’s evolution known as recombination, when electrons and protons first combined to create hydrogen. This era has a distinctive spectrum of color due to the limited number of atoms around, and hence has a unique appearance and anomalies can be easily spotted.

Dr. Chary wrote, “The implication is that collision of our Universe with an alternate Universe that has a higher baryon density is responsible for the enhanced recombination line signature.”

Other astronomers are very excited about his findings. Dr. Jens Chluba, an astronomer at the University of Cambridge, told New Scientist, “To explain the signals that Dr. Chary found with the cosmological recombination radiation, one needs a large enhancement in the number of (other particles) relative to photons. In the realm of alternative universes, this is entirely possible.”

The discovery of another universe would be earth-shattering. Excitingly, further study of this possible parallel universe may be possible very soon through NASA’s PIXIE, the Primordial Inflation Explorer whose instruments could more accurately observe and analyze Chary’s light signals and procure more data about cosmic inflation. Scientists at Goddard Space Flight Center are looking for funding for PIXIE, however that funding might not be awarded till the end of 2016. Here is the source:

I am elder and make purchases for AppleTV on iTunes because my first movie rental, using AppleTV, turned into a disaster, and I no longer rent movies.

South Park and other Season Passes were purchased before Apple changed the rules and, up until the other day, played perfectly fine on AppleTV.

I was not, according to Apple's words, 'purchasing or renting anything on Apple TV' and was telling the truth when I clicked on Disagree!

The only way I was able to continue watching previous iTunes purchased shows on AppleTV was click on Agree, ? due to semantics.]

So... You can't keep your pet

I think our society needs a huge "Wake-up" call. As a shelter manager, I am going to share a little insight with you all...a view from the inside if you will. First off, all of you people who have ever surrendered a pet to a shelter or humane society should be made to work in the "back" of an animal shelter for just one day. Maybe if you saw the life drain from a few sad, lost, confused eyes, you would stop flagging the ads on craigslist and help these animals find homes. That puppy you just bought will most likely end up in my shelter when it's not a cute little puppy anymore. Just so you know there's a 90% chance that dog will never walk out of the shelter it's dumped at? Purebred or not! About 25% of all of the dogs that are "owner surrenders" or "strays", that come into a shelter are purebred dogs.

The most common excuses: "We are moving and we can't take our dog (or cat)." Really? Where are you moving too that doesn't allow pets? Or they say "The dog got bigger than we thought it would". How big did you think a German Shepherd would get? "We don't have time for her". Really? I work a 10-12 hour day and still have time for my 6 dogs! "She's tearing up our yard". How about making her a part of your family? They always tell me "We just don't want to have to stress about finding a place for her we know she'll get adopted, she's a good dog".

Odds are your pet won't get adopted & how stressful do you think being in a shelter is? Well, let me tell you, your pet has 72 hours to find a new family from the moment you drop it off. Sometimes a little longer if the shelter isn't full and your dog manages to stay completely healthy. If it sniffles, it dies. Your pet will be confined to a small run/kennel in a room with other barking or crying animals. It will have to relieve itself where it eats and sleeps. It will be depressed and it will cry constantly for the family that abandoned it. If your pet is lucky, I will have enough volunteers in that day to take him/her for a walk. If I don't, your pet won't get any attention besides having a bowl of food slid under the kennel door and the waste sprayed out of its pen with a high-powered hose. If your dog is big, black or any of the "Bully" breeds (pit bull, rottie, mastiff, etc) it was pretty much dead when you walked it through the front door. Those dogs just don't get adopted. It doesn't matter how 'sweet' or 'well behaved' they are.

If your dog doesn't get adopted within its 72 hours and the shelter is full, it will be destroyed. If the shelter isn't full and your dog is good enough, and of a desirable enough breed it may get a stay of execution, but not for long . Most dogs get very kennel protective after about a week and are destroyed for showing aggression. Even the sweetest dogs will turn in this environment. If your pet makes it over all of those hurdles chances are it will get kennel cough or an upper respiratory infection and will be destroyed because the shelter gets paid a fee to euthanize each animal and making money is better than spending money to take this animal to the vet.

Here's a little euthanasia 101 for those of you that have never witnessed a perfectly healthy, scared animal being "put-down". First, your pet will be taken from its kennel on a leash. They always look like they think they are going for a walk happy, wagging their tails. Until they get to "The Room", every one of them freaks out and puts on the brakes when we get to the door. It must smell like death or they can feel the sad souls that are left in there, it's strange, but it happens with every one of them. Your dog or cat will be restrained, held down by 1 or 2 shelter workers depending on the size and how freaked out they are. Then a shelter worker who we call a euthanasia tech (not a vet) find a vein in the front leg and inject a lethal dose of the "pink stuff". Hopefully your pet doesn't panic from being restrained and jerk. I've seen the needles tear out of a leg and been covered with the resulting blood and been deafened by the yelps and screams. They all don't just "go to sleep", sometimes they spasm for a while, gasp for air and defecate on themselves. You see shelters are trying to make money to pay employee pay checks and don't forget the board of directors needs to be paid too, so we don't spend our funds to tranquilize the animal before injecting them with the lethal drug, we just put the burning lethal drug in the vein and let them suffer until dead. If it were not a "making money issue" and we had to have a licensed vet do this procedure, the animal would be sedated or tranquilized and then euthanized, but to do this procedure correctly would cost more money so we do not follow what is right for the animal, we just follow what is the fastest way we can make a dollar. Shelters do not have to have a vet perform their euthanasia's so even if it takes our employee 50 pokes with a needle and 3 hours to get the vein that is what we do. Making money is the issue here not loosing money.

When it all ends, your pets corpse will be stacked like firewood in a large freezer in the back with all of the other animals that were killed waiting to be picked up like garbage. What happens next? Cremated? Taken to the dump? Rendered into pet food? Or used for the schools to dissect and experiment on? You'll never know and it probably won't even cross your mind. It was just an animal and you can always buy another one, right!

I hope that those of you who still have a beating heart and have read this are bawling your eyes out and can't get the pictures out of your head, I deal with this everyday. I hate my job, I hate that it exists & I hate that it will always be there unless you people make some changes and start educating the public. Do research, do your homework, and know exactly what you are getting into before getting a pet. These shelters and humane societies exist because people just do not care about animals anymore. Animals were not intended to be disposable but somehow that is what they are these days. Animal shelters are an easy way out when you get tired of your dog (or cat), and breeders are the ones blamed for this. Animal shelters and rescue organizations are making a hefty profit by keeping this misconception going.

Between 9 and 11 MILLION animals die every year in shelters and only you can stop it. I just hope I maybe changed one persons mind about taking their dog to a shelter, a humane society, or buying a dog. For those of you that care--- please repost this to at least one other craiglist in another city/state. Let's see if we can get this all around the US and have an impact!

Corporations are people, except when they're not. Four years after a natural gas inferno immolated eight people in their San Bruno homes, the Pacific Gas & Electric utility has been charged with twelve felony criminal violations of something called the US Pipeline Safety Act (PSA). If convicted, the company will not face execution for those deaths, or incarceration, or lose its corporate charter birthright. No executives or workers will even be charged with anything. So how do we make sense of such a situation? Incompletely, at best.

Despite PG&E's early, feeble attempts to deflect blame [Just like Lake County, CA fires?] towards a later sewer contractor and even onto the charred remains of the victims, the record here is pretty clear. Over an extended time period, our local utility utterly failed to protect the California citizenry from the always-potentially-catastrophic effects of its gas transmission operations.

Records were shoddy to the point of not knowing that the 30-inch steel high-pressure line was even welded. Maintenance was so deferred that the company would like us to be impressed that it is now spending $2.7 billion in upgrades. Prevention and mitigation were ignored ? automatic shut-off valves that would have reduced the carnage after the pipe ruptured were never installed.

And it wasn't that the business was strapped for cash. These operations were quite profitable, due in-part to "cutting back on pipeline-replacement projects and maintenance, laying off workers, [and using cheaper but less effective inspection techniques," according to a later independent audit.

This is not Monday morning quarterbacking ? all these safety elements are very well-known to anyone dealing in hazards. The Pipeline Safety Act was first passed in 1968, and has itself been upgraded seven times. It's more like trying to play the Superbowl without bothering to employ a playbook, team practice or defense.

So what's to be done here to bring the wrongdoers to account, and to fail-safe the future?

We can start by acknowledging that utility companies are an odd creature ? a bastard amalgam of private and public sector genes. They are monopolies set-up for specialized circumstances ? we don't want two-or-more sets of gas lines and wires, after all. They are corporations, replete with charter, shareholders, a CEO, a Board of Directors. Yet, they are also heavily regulated by government ? in this case the California Public Utilities Commission (CPUC), as to rates and many other business practices, including whether rate-payers foot the bill for various expenses. Such regulators, engaged to serve the public's interests, have a rich tradition of 'capture' by their subjects. Utilities are thus a necessary evil from the inception, lest this needed function be turned-over to the government to run (horrors).

As to accountability, there are both criminal and civil lawsuit possibilities. The individual and civic victims of this tragedy can sue for their losses, including loss of life. And both the state and federal governments have authority to civilly and criminally prosecute, to the full extent of applicable laws. There are general laws, like fraud and criminally negligent homicide, and statutes specific to the operations in question.

But who do we prosecute? The company, certainly. The state-level prosecutors have allowed the applicable three-year statutes of limitations to pass without charges, and the feds are proceeding under their PSA. But in cases of sustained, abject malfeasance like this, there's a natural cry for retribution against the living, breathing, bonus-winning persons.

There is precedent ? corporate CEOs and other officials have been convicted of crimes for specific acts, like dumping that methyl-ethyl-death into the pristine river, or ignoring safety rules to the extent that a worker was killed on the job. And according to Mr. Twain, there's nothing like the prospect of hanging at dawn to focus the brain ? a few years upriver for a few corporate scions would focus many more execs' minds on taking fewer risks with other people's well-being.

Reasonably informed speculation here, however, suggests that the very fact that the company's abject malfeasance was sustained over such a long period militates against individual culpability. It is tough to find that one person that a jury would convict. It is terribly unsatisfying to say that if they're all guilty then nobody is accountable, but that's probably the case here. We can, and should, find disturbing the image of corporate cats enjoying fat bonuses bought by the death agonies of innocent San Brunans, but there it is.

Now, PG&E has paid, and will pay much more in those damages settlements (I've heard, but cannot confirm, $500 million), and the fines ($6 million max) and penalties ($many millions more) under the PSA. Assuming that those sums come from the shareholders, and not we rate payers, that may be the best we can do.

Corporations really are creatures of financial fiction, so wounding the wallet may be fairly effective in securing retribution for these sins. If, however, any of those reparations are paid by all of us customers, that would add insult to incendiary. I have not intended to pay for fatal, unforgivable sloppiness, nor would I seek a discount for it. These failures and their risks must be borne by the company's owners. (I also hope we aren't all paying for their misty, water-colored TV spots meant to humanize the 'new' PG&E. I'm with the zen master: we'll see.) All-in-all, incomplete, at best.

And what about fail-safe-ing the future? I just have to note here that the company continues to call this a tragic 'accident,' phraseology that just has to cast some doubt on their resolve. Their statements remind of the Exxon employees with whom I spoke after the Valdez tanker incident. They didn't really 'get it,' either. But here are a few thoughts, anyway.

Let's start by acknowledging that this era of limited government will not permit a public take-over of the gas supply function ? a tactic that, by itself, is no panacea anyway.
The first line of our defense simply must come from within the utility. There is surely some sober learning sinking into the PG&E culture (isn't there?). Let's hope the Board has required that those lessons appear, prominently, in the employment incentives (+ and - ) of workers as well ? top to bottom. It's not easy to change culture, but it's done by setting and reinforcing the message, every day, by everyone ? including/especially that guy in their commercials.

PG&E also needs to have the right people in charge of safety and compliance ? normally staff functions. The financial wizardry talents of MBAs might be wasted in those jobs, but you can hire for proficiency skills -- fearless, methodical, skeptical, activist and detail-oriented individuals ? and you can give them a hot-line to the top if they need it.

There are two external legal approaches that deserve mention. First, CPUC oversight: if it must be strengthened to give regulators routine access to the utility's most intimate undergarments, will there ever be a better time, or reason why? So armed, those staffers must operate exclusively, transparently, and again fearlessly, in the public's interest. The public must demand it, not assume it ? because after all, it's the public who pays the price. Just ask San Bruno.

Finally, I can't help returning to Twain's gallows at first light. Perhaps we can't determine who's to blame for the last thirty years' negligence, but we can control the next thirty ? and beyond. The Sarbanes Oxley law, for example, recognized this by ending the charlie-foxtrot 'out-of-the-loop' defense in favor of assigning personal accountability to the CEO for the accuracy of financial reporting. And that was only money at stake. Why not do that here, imposing accountability for 'tragically accidental' organizational lapses on a going-forward basis? There has to be some non-self-serving reason for CEO pay to exceed average workers' wages by over 354 times.

This would be a good way to earn some of those big bucks. I'll guess with you that the San Bruno Eight would tend to agree. Completely.

[From Word Worlds, Where simplifying complexity becomes art]: The Heyókȟa symbolize and portray many aspects of the sacred, the Wakȟáŋ. Their satire presents important questions by fooling around. They ask difficult questions, and say things others are too afraid to say. By reading between the lines, the audience is able to think about things not usually thought about, or to look at things in a different way.

Principally, the Heyókȟa functions both as a mirror and a teacher, using extreme behaviors to mirror others, thereby forcing them to examine their own doubts, fears, hatreds, and weaknesses. Heyókȟas also have the power to heal emotional pain; such power comes from the experience of shame--they sing of shameful events in their lives, beg for food, and live as clowns. They provoke laughter in distressing situations of despair and provoke fear and chaos when people feel complacent and overly secure, to keep them from taking themselves too seriously or believing they are more powerful than they are.

In addition, sacred clowns serve an important role in shaping tribal codes. Heyókȟa's don't seem to care about taboos, rules, regulations, social norms, or boundaries. Paradoxically, however, it is by violating these norms and taboos that they help to define the accepted boundaries, rules, and societal guidelines for ethical and moral behavior. This is because they are the only ones who can ask "Why?" about sensitive topics and employ satire to question the specialists and carriers of sacred knowledge or those in positions of power and authority. In doing so, they demonstrate concretely the theories of balance and imbalance. Their role is to penetrate deception, turn over rocks, and create a deeper awareness.

Patriot Act Controversy

The USA PATRIOT Act has generated a great deal of controversy since its enactment.

Opponents of the Act have been quite vocal in asserting that it was passed opportunistically after the September 11 attacks, believing that there would have been little debate. They view the Act as one that was hurried through the Senate with little change before it was passed. (Senators Patrick Leahy and Russell Feingold proposed amendments to modify the final revision.)

The sheer magnitude of the Act itself was noted by Michael Moore in his controversial film Fahrenheit 9/11. In one of the scenes of the movie, he records Congressman Jim McDermott alleging that no Senator had read the bill and John Conyers, Jr. as saying, "We don't read most of the bills. Do you really know what that would entail if we read every bill that we passed?" Congressman Conyers then answers his own rhetorical question, asserting that if they did it would "slow down the legislative process". As a dramatic device, Moore then hired an ice-cream van and drove around Washington, D.C. with a loud speaker, reading out the Act to puzzled passers-by, which included a few Senators.

However, Moore was not the only commentator to notice that not many people had read the Act. When Dahlia Lithwick and Julia Turne for Slate asked, "How bad is PATRIOT, anyway?", they decided that it was "hard to tell" and stated:

The ACLU, in a new fact sheet challenging the DOJ Web site, wants you to believe that the act threatens our most basic civil liberties. Ashcroft and his roadies call the changes in law "modest and incremental." Since almost Nobody has read the legislation, much of what we think we know about it comes third-hand and spun. Both advocates and opponents are guilty of fear-mongering and distortion in some instances.

One prime example of a controversy of the Patriot Act is shown in the case of Susan Lindauer.

Another is the recent court case United States v. Antoine Jones. A nightclub owner was linked to a drug trafficking stash house via a law enforcement GPS tracking device attached to his car. It was placed there without a warrant, which caused a serious conviction obstacle for federal prosecutors in court. Through the years the case rose all the way to the United States Supreme Court where the conviction was overturned in favor of the defendant. The court found that increased monitoring of suspects caused by such legislation like the Patriot Act directly put the suspects' Constitutional rights in jeopardy.

The Electronic Privacy Information Center (EPIC) has criticized the law as unconstitutional, especially when "the private communications of law-abiding American citizens might be intercepted incidentally" while the Electronic Frontier Foundation held that the lower standard applied to wiretaps "gives the FBI a 'blank check' to violate the communications privacy of countless innocent Americans". Others do not find the roving wiretap legislation to be as concerning. Professor David D. Cole of the Georgetown University Law Center, a critic of many of the provisions of the Act, found that though they come at a cost to privacy are a sensible measure while Paul Rosenzweig, a Senior Legal Research Fellow in the Center for Legal and Judicial Studies at the Heritage Foundation, argues that roving wiretaps are just a response to rapidly changing communication technology that is not necessarily fixed to a specific location or device.

The Act also allows access to voicemail through a search warrant rather than through a title III wiretap order. James Dempsey, of the CDT, believes that it unnecessarily overlooks the importance of notice under the Fourth Amendment and under a Title III wiretap, and the EFF criticizes the provision's lack of notice. However, the EFF's criticism is more extensive—they believe that the amendment "is in possible violation of the Fourth Amendment to the U.S. Constitution" because previously if the FBI listened to voicemail illegally, it could not use the messages in evidence against the defendant. Others disagree with these assessments. Professor Orin Kerr, of the George Washington University school of law, believes that the ECPA "adopted a rather strange rule to regulate voicemail stored with service providers" because "under ECPA, if the government knew that there was one copy of an unopened private message in a person's bedroom and another copy on their remotely stored voicemail, it was illegal for the FBI to simply obtain the voicemail; the law actually compelled the police to invade the home and rifle through peoples' bedrooms so as not to disturb the more private voicemail." In Professor Kerr's opinion, this made little sense and the amendment that was made by the USA PATRIOT Act was reasonable and sensible.

The USA PATRIOT Act's expansion of court jurisdiction to allow the nationwide service of search warrants proved controversial for the EFF. They believe that agencies will be able to "'shop' for judges that have demonstrated a strong bias toward law enforcement with regard to search warrants, using only those judges least likely to say no—even if the warrant doesn't satisfy the strict requirements of the Fourth Amendment to the Constitution", and that it reduces the likelihood that smaller ISPs or phone companies will try to protect the privacy of their clients by challenging the warrant in court—their reasoning is that "a small San Francisco ISP served with such a warrant is unlikely to have the resources to appear before the New York court that issued it."They believe that this is bad because only the communications provider will be able to challenge the warrant as only they will know about it—many warrants are issued ex parte, which means that the target of the order is not present when the order is issued.

For a time, the USA PATRIOT Act allowed for agents to undertake "sneak and peek" searches. Critics such as EPIC and the ACLU strongly criticized the law for violating the Fourth Amendment, with the ACLU going so far as to release an advertisement condemning it and calling for it to be repealed.

After suspected abuses of the USA PATRIOT Act were brought to light in June 2013 with articles about collection of American call records by the NSA and the PRISM program (see 2013 mass surveillance disclosures), Representative Jim Sensenbrenner, Republican of Wisconsin, who introduced the Patriot Act in 2001, said that the National Security Agency overstepped its bounds. He released a statement saying “While I believe the Patriot Act appropriately balanced national security concerns and civil rights, I have always worried about potential abuses.” He added: Seizing phone records of millions of innocent people is excessive and un-American.

Well, the first thing I want to say is…"Mandate my ass!"

Because it seems as though we've been convinced that 26% of the registered voters, not even 26% of the American people, but 26% of the registered voters form a mandate – or a landslide. 21% voted for Skippy and 3, 4% voted for somebody else who might have been running.

But, oh yeah, I remember. In this year that we have now declared the year from Shogun to Reagan, I remember what I said about Reagan…meant it. Acted like an actor…Hollyweird. Acted like a liberal. Acted like General Franco when he acted like governor of California, then he acted like a republican. Then he acted like somebody was going to vote for him for president. And now we act like 26% of the registered voters is actually a mandate. We're all actors in this I suppose.

What has happened is that in the last 20 years, America has changed from a producer to a consumer. And all consumers know that when the producer names the tune…the consumer has got to dance. That's the way it is. We used to be a producer – very inflexible at that, and now we are consumers and, finding it difficult to understand. Natural resources and minerals will change your world. The Arabs used to be in the 3rd World. They have bought the 2nd World and put a firm down payment on the 1st one. Controlling your resources will control your world. This country has been surprised by the way the world looks now. They don't know if they want to be Matt Dillon or Bob Dylan. They don't know if they want to be diplomats or continue the same policy - of nuclear nightmare diplomacy. John Foster Dulles ain't nothing but the name of an airport now.

The idea concerns the fact that this country wants nostalgia. They want to go back as far as they can – even if it's only as far as last week. Not to face now or tomorrow, but to face backwards. And yesterday was the day of our cinema heroes riding to the rescue at the last possible moment. The day of the man in the white hat or the man on the white horse - or the man who always came to save America at the last moment – someone always came to save America at the last moment – especially in "B" movies. And when America found itself having a hard time facing the future, they looked for people like John Wayne. But since John Wayne was no longer available, they settled for Ronald Reagan – and it has placed us in a situation that we can only look at – like a "B" movie.

Come with us back to those inglorious days when heroes weren't zeros. Before fair was square. When the cavalry came straight away and all-American men were like Hemingway to the days of the wondrous "B" movie. The producer underwritten by all the millionaires necessary will be Casper "The Defensive" Weinberger – no more animated choice is available. The director will be Attila the Haig, running around frantically declaring himself in control and in charge. The ultimate realization of the inmates taking over at the asylum. The screenplay will be adapted from the book called "Voodoo Economics" by George "Papa Doc" Bush. Music by the "Village People" the very military "Macho Man."

A theme song for saber-rallying and selling wars door-to-door. Remember, we're looking for the closest thing we can find to John Wayne. Clichés abound like kangaroos – courtesy of some spaced out Marlin Perkins, a Reagan contemporary. Clichés like, "itchy trigger finger" and "tall in the saddle" and "riding off or on into the sunset." Clichés like, "Get off of my planet by sundown!" More so than clichés like, "he died with his boots on." Marine tough the man is. Bogart tough the man is. Cagney tough the man is. Hollywood tough the man is. Cheap steak tough. And Bonzo's substantial. The ultimate in synthetic selling: A Madison Avenue masterpiece – a miracle – a cotton-candy politician…Presto! Macho!

"Macho, macho man!"

Put your orders in America. And quick as Kodak your leaders duplicate with the accent being on the dupe - cause all of a sudden we have fallen prey to selective amnesia - remembering what we want to remember and forgetting what we choose to forget. All of a sudden, the man who called for a blood bath on our college campuses is supposed to be Dudley "God-damn" Do-Right?

"You go give them liberals hell Ronnie." That was the mandate. To the new "Captain Bly" on the new ship of fools. It was doubtlessly based on his chameleon performance of the past - as a liberal democrat – as the head of the Studio Actor's Guild. When other celluloid saviors were cringing in terror from McCarthy – Ron stood tall. It goes all the way back from Hollywood to hillbilly. From liberal to libelous, from "Bonzo" to Birch idol…born again. Civil rights, women's rights, gay rights…it's all wrong. Call in the cavalry to disrupt this perception of freedom gone wild. God damn it…first one wants freedom, then the whole damn world wants freedom.

Nostalgia, that's what we want…the good ol' days…when we gave'em hell. When the buck stopped somewhere and you could still buy something with it. To a time when movies were in black and white – and so was everything else. Even if we go back to the campaign trail, before six-gun Ron shot off his face and developed hoof-in-mouth. Before the free press went down before full-court press. And were reluctant to review the menu because they knew the only thing available was – Crow.

Lon Chaney, our man of a thousand faces - no match for Ron. Doug Henning does the make-up - special effects from Grecian Formula 16 and Crazy Glue. Transportation furnished by the David Rockefeller of Remote Control Company. Their slogan is, "Why wait for 1984? You can panic now...and avoid the rush."

So much for the good news…

As Wall Street goes, so goes the nation. And here's a look at the closing numbers – racism's up, human rights are down, peace is shaky, war items are hot - the House claims all ties. Jobs are down, money is scarce – and common sense is at an all-time low with heavy trading. Movies were looking better than ever and now no one is looking because, we're starring in a "B" movie. And we would rather have John Wayne…we would rather have John Wayne.

"You don't need to be in no hurry. - You ain't never really got to worry. - And you don't need to check on how you feel. - Just keep repeating that none of this is real. - And if you're sensing, that something's wrong, - Well just remember, that it won't be too long - Before the director cuts the scene…yea."
