A consultancy agency with government and police connections was running an exercise for an unnamed company that revolved around the London Underground being bombed at the exact same times and locations as happened in real life on the morning of July 7th.

On a BBC Radio 5 interview that aired on the evening of the 7th, the host interviewed Peter Power, Managing Director of Visor Consultants, which bills itself as a 'crisis management' advice company, better known to you and I as a PR firm.

Peter Power was a former Scotland Yard official, working at one time with the Anti Terrorist Branch.

Power told the host that at the exact same time that the London bombings were taking place, his company was running a 1,000 person strong exercise which drilled the London Underground being bombed at the exact same locations, at the exact same times, as happened in real life.

The transcript is as follows.

POWER: At half past nine this morning we were actually running an
exercise for a company of over a thousand people in London based on
simultaneous bombs going off precisely at the railway stations where it
happened this morning, so I still have the hairs on the back of my neck
standing up right now.

HOST: To get this quite straight, you were running an exercise to see
how you would cope with this and it happened while you were running the
exercise?

POWER: Precisely, and it was about half past nine this morning, we
planned this for a company and for obvious reasons I don't want to
reveal their name but they're listening and they'll know it. And we had
a room full of crisis managers for the first time they'd met and so
within five minutes we made a pretty rapid decision that this is the
real one and so we went through the correct drills of activating crisis
management procedures to jump from slow time to quick time thinking and
so on.

The fact that the exercise mirrored the exact locations and times of the bombings is light years beyond a coincidence. Power said the drill focused around 'simultaneous bombings'. At first the bombings were thought to have been spread over an hour, but the BBC reports just today that the bombings were in fact simultaneous.

Mr. Power (pictured above) and Visor Consultants need not have been 'in on the bombing' or anything of that nature for this to be of importance. The British government or one of their private company offshoots could have hired Visor to run the exercise for a number of purposes.

The exercise fulfils several different goals. It acts as a cover for the small compartamentalized government terrorists to carry out their operation without the larger security services becoming aware of what they're doing, and, more importantly, if they get caught during the attack or after with any incriminating evidence they can just claim that they were just taking part in the exercise.

This is precisely what happened on the morning of 9/11/2001. The CIA was conducting drills of flying hijacked planes into the WTC and Pentagon at 8:30 in the morning.

It is clear that at least five if not six training exercises were in operation in the days leading up to and on the morning of 9/11. This meant that NORAD radar screens showed as many as 22 hijacked airliners at the same time. NORAD had been briefed that this was part of the exercise drill and therefore normal reactive procedure was forestalled and delayed.

The large numbers of 'blips' on NORAD screens that displayed both real and 'drill' hijacked planes explain why confused press reports emerged hours after the attack stating that up to eight planes had been hijacked.

The Anglo-American establishment that controls the military-industrial complex of the West has been caught over a hundred times carrying out bombings and other terrorist attacks around the world to further their corporate aims and to blame their enemies.

The US government has been caught planning to carry out attacks and carrying out attacks. The British government has been caught red-handed as well. Members of Vladimir Putin's FSB were caught planting bombs in a Russian apartment building in 1999 by the Moscow police.

This is not speculation. Kermit Roosevelt admited on NPR radio that in 1953 the CIA and British intelligence carried out a wave of bombings and shootings in Iran. He then went on to brag about how they subsequently blamed the bombings on Iran's President, Mossadegh. Do you understand, these people brag about what they do 40 years later?

The London bombings have the same signature as the Madrild bombings of 3/11. Both of these bombings are almost indistinguishable from the Bolognia bombing in 1980 that killed over 80 people.

The bombing in Bolognia was part of a CIA operation code named Gladio, where the US government would pay right-wing terrorists to carry out bombings to be blamed on leftists in Europe. All of this was blown wide open when two of the Bolognia bombers were convited in an Italian court, forcing them to spill their guts admitting that they were neo-fascists contracted by the CIA. Operation Gladio documents have since been declassified.

The London terror alert level was lowered before the bombings took place. This gave the purpotrators extra cover to plan and execute the attack without having to evade the most stringent security.

In any crime you look at history and motive, The British government has been caught in multiple examples of carrying out bombings in London which were then blamed on the IRA. They even had one of their own MI5 agents wihin the Omagh bomb squad. Click here for an archive of this evidence.

The wider agenda will become clearer when Blair firmly points the finger at the selected patsies designated to take the fall. But for the moment he's happy to grandstand as the courageous leader who immedately returned to London to take control of the chaos.

BBC polls that were showing 80 per cent plus opposed the ID card will now likely flip back in the opposite direction. Support for the European Union and increased globalization through the G8 will rise. Who stands to gain from all this? Who has the motive?

From Putin blowing up his own apartment buildings to Israel being behind Hamas, the evidence is consistently clear that large scale terrorism is always state sponsored.

The Madrid train bombing is another example. The bombers were found to be police informants with close links to the Spanish security services. They had access to the most secure areas of the Madrid train system. The Spanish government initially tried to blaim the Basque group ETA for the blast in the hope that the people would rally behind the government and get them re-elected. After ETA denied involvement and the people started saying the government was involved, the Spanish government had to blame Al-Qaeda and kill some patsies by claiming they blew themselves up during a raid.

The London Underground exercises were used as the fallback cover to carry out the attack. This is the biggest smoking gun yet pointing directly to the most secretive levels of the British establishment itself being behind the attack.

July has already proven to be a strange month, an emotional roller-coaster of ups and downs, a sentence of question marks and exlamations marks all befuddling the senses.

To start with, there was the Live Aid Concert in Hyde Park, London; the world's major pop talents (and egos) assembled to raise awareness of how we could all help Africa, led by bandmaster Bob Geldof. This was only a starter, though, for the real main course was the G8 summit hundreds of miles north in Scotland. There the world's major political talents (and egos) were to be gathered...and where the vultures are soaring, there you will find the body...or in this case, the bodies.

Londoners were not prepared at all for the atrocity that was to take place on the 7th of July. The day started with all the major papers in red-white-and-blue, heralding the fact that London had won the bid for the Olympics 2012. The mood of the morning was upbeat.

The attention of the world was at that time focused on the UK; not only would the Olympics take place at some point in the future, but that very day there was to be discussion of how to solve some of the world's problems: poverty and global warming were being put on the agenda, even if US President George Bush had darkened the headlines earlier that week by responding to the Live Aid concerns with the reply that he was going to put US interests first. The prospect of taking him to task, and for once hearing him talk about something other than terrorism (the words 'terror' and 'terrorism' having been used in his last speech to the US some thirty-three times), was creating a vibe of optimism not just in the UK, but all over the world.

At nine minutes to nine in the morning, that mood started to dissipate; a bomb went off on a crowded East London tube, killing and wounding at random. By 9:17 am two more had wreaked havoc among the innocent, and in another half-an-hour yet more were to be sacrificed to some false god. A seasoned response by the British emergency teams, whose skills have been honed by years of dealing with the IRA, kept this from being much worse. In addition, the British Medical Association was able to set up an immediate field hospital where they were able to save many of the badly wounded.

Nonetheless, dozens were killed, and perhaps over a thousand wounded. Celebration and hope turned to tragedy.

Many strange things attended the horror; for one thing, it was initially reported as a 'power surge', but while this was the official story, too many e-mails and mobile calls were telling the world otherwise. Even by 11 am there were still reports of 'power surges', yet even this did not feel right; there was an eerie feeling in the air as far away as Chiswick, in West London. Finally the truth emerged, with many versions being changed until the whole pitcure was more-or-less given to us in the afternoon. For some reason, NYC Mayor Guiliani appeared right outside Liverpool Station, site of the first blast; deja vu.

While Guiliani did not set up a command post, Bush and Blair stepped forward. Earlier this week I was at the American Embassy, on the 4th, of all days, and found it deserted, save for two policemen, one of whom laughed when I asked if it was a prison. Two American men then emerged from a building on Grosvenor Street, dressed in drab grey, but with loud purple ties. They walked proudly, strutting through Grosvenor Square as if they owned the place; their walk was precise, and as I stood to the side of them I noticed that they were more than just in step, they were marching, a gesture rather out-of-chraracter for any type of diplomat in a foreign nation.

Now, three days later, Bush and Blair were also in step; two peacocks who now would not have to face the crowd on the crowd's terms, but rather, the tables turned, were now well in control of the crowd. Bush used his favourite word again in a speech: 'terror'. No sooner had he stepped off the plane than we have terror, a remarkable deja vu of his 2003 visit when he was booed by hundreds of thousands here in London, but when he had to make his parting speech, the Istanbul bombings provided him with the text for his speech. Those atrocities too killed Londoners, one of whom was the UK Ambassador to Turkey.

Blair then informed us that not all Moslems blow up crowded tubes during the rush hour. But wait a second Mr. Know-it-all, who said that any Moslems did this in the first place? By saying that not all Moslems did this you are, in a roundabout way, saying that Moslems did this; contrast this to the professional assessment of policeman Brian Paddick on the BBC who said that the Police Department had not received any credible confirmation of who did this.

It is not surprising that a policeman would have more sense than Blair. One of the first lines in any investigation is 'cui bono'; which makes Bush the prime suspect.

But, hold on, he is a world leader, an elected (well, maybe) official; he even goes to church. Certainly officials do not do things like this? Ask Nero that question. He might say no; he also might say that it was the Christians who did the burning of Rome. I agree with neither statement; in fact I think that Nero ordered the burning of Rome while he read a story about a pet goat...or was it played a fiddle?

Nero might have had me silenced, ostracised, imprisoned, or even burnt. After all, did he not have official proof that it was the Christians, who did not share the wonderful values of the great and noble Romans? Of course he did, it was on a 'Christian' website that some government agency read a blog about the arson. So there. Let's not ask whether the burning of Rome, the explosion on the USS Maine, the Reichstag Fire, the Polish Soldiers' incident, 9/11, Istanbul, Bali, Atocha or London were done by government agencies. After all, we have a website that is final definitive proof that some bad people did this...

It might be a good idea to close with one simple yes or no question relevant to all this and any future 'terrorist' attacks: Is it true that in the 1960s the US government, including the President (Eisenhower), planned spectacular phony terror that would kill US civilians, US sailors and Commonwealth citizens, and further, that they would lie to the UK so as to bring them into a war on terror?

Netanyahu was notified by Scotland Yard IN ADVANCE of the attack. So
naturally, Londoners are asking why Scotland Yard wouldn't notify all
of London first? Sherman Skolnick, who has some of the best inside
sources, says that Scotland Yard was in fact informed by the Mossad
first, not the other way around, and that they agreed to tell the
press that Scotland Yard knew first.

We know that Mossad led the coordination for the 911 event, so it is
naturally they should be directing this one as well.

To the untrained eye, all these numbers will appear as coincidences.
If you study Illuminati symbology, you can read the code of these
numbers to some extent. They do everything based on numbers and
astrology to get maximum affect. For example, the Madrid Train
bombings occurred 911 days after the 911 event. The key number they
used for 911 was the number "11" (flight 93 = 11 (9+3=11), Flight 93
was supposed to hit the White House so we would be under martial law

The key number used on the London Bombings is "7". For example, the

What's Behind the London Attacks?

The bombing of the London Underground was a false-flag operation designed to keep the West mired in war. Don't believe otherwise.

Only one word sprang to mind when I heard about the bombings that claimed the lives of dozens of Londoners today - convenient.

Is there anything convenient in death, or in thousands of lives destroyed from catastrophe? No - and words cannot express the sorrow I feel for the men and women changed by today's events. But governments with skeletons in their closets have a great deal to gain from a national tragedy bolstered by "terrorism."

As I sit in my office today, I hear the whispers of co-workers now utterly convinced our war on terror must continue. Despite American and British involvement in the Middle East birthing wave after wave of rebel forces, the Bush doctrine is now justified in the minds of millions. Petty grievances such as the Downing Street Minutes, the President's flagging support and Karl Rove's treasonous outing of CIA agent Valerie Plame are unimportant. A shadowy conglomeration is out to kill us.

Sound familiar? It should - the same emotional ploy was used to great effect on Americans in the wake of September 11th. Question nothing, particularly your cries for vengeance or that nagging feeling in the back of your head. Justice delayed is justice denied.

Unlike four years ago, however, I refuse to accept that the attack on London was anything less than a false-flag operation designed to enrage Western "civilization" against the Middle East. Why? Because there is no reason for "terrorist" groups to attack England. As recently as this week, the Ministry of Defense announced that plans were being drafted that would pull British armed forces from the quagmires in Iraq and Afghanistan. With the British effectively admitting they're throwing in the towel, the only motivation to stay could come from an attack that compels the forces to stay and fight "global terrorism."

Think about it. The attack only benefits empires desperate to maintain a foothold in the Middle East without further eroding public opinion. Will Parliament shrug their shoulders and push their soldiers into longer tours of duty because of this? Obviously it's too early to tell, but if that happens, insurgents and rebels will have lost more than they could have ever possibly gained in destroying part of the Underground.

Brian Kilmeade of Fox News agrees, claiming the sabotage "works to ... [the] Western world's advantage, for people to experience something like this together." It doesn't just make "terrorism" an American problem. It makes it a worldwide problem. The Number One problem.

No longer do we need to concern ourselves with two world leaders (who have spawned more worldwide terrorism than any fanatical religious organization) going unquestioned in their lies that started a war. We can cast off our sluggish economies, lack of freedoms and pitiful descent into draconian law. Terror is on the rise.

I feel like I'm sitting in my apartment watching the World Trade Center collapse all over again.

Everything is the same, right down to the previously unheard of Islamic group (The Secret Organization of al-Qaida in Europe? Are you kidding me?) taking credit - even though the translation falls apart under scrutiny and the Q'uran is improperly cited. Considering the only Al Qaeda cell to ever be uncovered was a front for the Mossad, you'd think the perpetrators could at least come up with a clever new booga-booga name to grab headlines. Their arrogance is startling.

As is the ever-present Israeli connection, a staple among false flag operations. Before today's attack, the Israeli Embassy in London was notified an attack was forthcoming. As a result, former Israeli Prime Minister Binyamin Netanyahu remained in his hotel room rather than head towards a nearby hotel where he was to address an economic summit.

The embassy denies it had any prior knowledge, of course, but the story has changed dramatically in the process. If, as they say, Netanyahu was not warned, how did he know to stay in his room? How did he know the danger was so severe that he dare not venture out of the hotel?

Oops! The story's changed again - here Netanyahu says that British police had warned the Israelis (but not the rest of the city?) of a pending attack. Scotland Yard denies this; Israel's reply was to say Netanyahu received his warning after the first blast. How? It was initially reported as a power surge for hours. What is being hidden here? And why isn't there an investigation into these obvious discrepancies?

It's enough to make your head spin and your eyes cross with rage.

Regardless, I am making an appeal to Britons who are understandably wracked with grief at the moment - don't buy into the hatred the way we Americans did. Don't ignore the obvious evidence that this whole affair was orchestrated by your own government. Most importantly, don't let the deaths of the few, however tragic, plunge your nation into another fit of war and civic clampdowns.

Toying with your emotions is expected. Don't fall prey to ignorance. See the attack on your home for what it really is - a distraction that will keep your money, resources and troops mired in ceaseless battle for an ideology that betrays your democratic and civilized tenets.

Honor your dead with tears, not a cry for war or praise for a disgraced leader.

London Terror Tip-off:
Timeline Refutes Israeli Denial

In denying widespread reports that Israeli Finance Minister Benjamin Netanyahu received a warning of the London terrorist attacks "minutes before" they occurred, Israeli Foreign Minister Silvan Shalom claims that "After the first explosion, our finance minister received a request not to go anywhere."

The problem with this explanation is that it was only after the third explosion that London police realized they were in the midst of a terrorist attack. Up until that point, authorities thought they were dealing with a series of accidents caused by a power surge, as this timeline from the Australian Times-Herald makes clear:

8.49am (GMT): An incident on the train line between Liverpool Street and Aldgate is reported to British Transport Police.

9.15am: Media reports emergency services called to London's Liverpool Street station after an explosion.

9.24am: Police say the incident was possibly caused by a collision between two trains, a power cut or a power cable exploding. Police report "walking wounded".

9.33am: Passengers told that all underground train services are being suspended because of a power fault across the network.

9.33am: Reports of another incident at Edgware Road station.

9.40am: Police say power surge incidents have occurred on Aldgate, Edgware Road, King's Cross, Old Street and Russell Square stations.

10.02am: Scotland Yard says it is dealing with a "major incident".

10.14am: A witness says that a bus has been ripped apart in an explosion in central London.

10.21am: Scotland Yard reports "multiple explosions".

10.23am: Police confirm an explosion on a bus in Tavistock Place.

10.25am: The BBC's Andrew Marr, with Prime Minister Tony Blair in Scotland, says the PM is "still unsure" whether the explosions are a terrorist attack.

If Netanyahu was told a terrorist attack was underway after the first explosion ­ which everyone, including the police, thought was due to a power surge ­ then that’s a lot more than the victims of the subsequent explosions were told as they rode the Tube to their doom. Which means the Foreign Minister’s explanation ­ Netanyahu was told to stay in his hotel room after the first explosion, rather than show up at the Israeli economic conference at a hotel near Liverpool station ­ is entirely consistent with the claim that he was tipped off to what was really going on, while the rest of the city stumbled into disaster and, in some cases, death.

Another account draws a somewhat tighter timeline:

"Authorities said they initially thought the explosions were caused by power surges and were reluctant to activate well-practiced procedures designed to shut down the system in the event of a terrorist attack. But when the third explosion occurred at 9:17 a.m. near the Edgware Road station in west London, it was obvious that a coordinated attack was underway. Seven people were killed in that explosion.

The entire London Underground network shut down immediately afterward."

If we take the original leaker at his (or her) word, Netanyahu was told "minutes before" the first explosion. However, even if we believe Minister Shalom’s account, it still points to a weird anomaly: It took a full hour for the rest of London to find out that they were under attack, and yet Netanyahu was privy to this well before anyone else ­ including Prime Minister Tony Blair.

What did Netanyahu know, when did he know it, and how did he know it? Netanyahu Changed Plans Due to Warning

JERUSALEM - Israeli Finance Minister Benjamin Netanyahu was on his way to a hotel near the scene of one of the London blasts Thursday when he received a call to stay put, the foreign minister said.

"After the first explosion, our finance minister received a request not to go anywhere," Finance Minister Silvan Shalom told Israel Army Radio.

Netanyahu was to have been the scheduled keynote speaker at an Israeli corporate investment conference at the Great Eastern hotel near the Liverpool Street subway station.

Conference participants were evacuated from the hotel. Shalom said he wasn't aware of any Israeli casualties.

Netanyahu had been scheduled to stay in London until Sunday, but that could change, said Amir Gilad, a Netanyahu aide.

Shalom speculated the attackers might have taken advantage of the fact that police resources were diverted to a meeting of Western leaders.

The Israeli ambassador to London, Zvi Hefetz, said Thursday that British police had called to tell embassy personnel to stay inside their offices. "There is fear that this wave (of violence) has not yet ended," Hefetz said.

False Flag over London

Today we saw a classic false-flag attack in the London underground, organized by western secret services to distract attention from the deepening political troubles of Bush and Blair, and perhaps even to create the pretext for war on Iran. Of course, Bush and his poll ratings have been sinking under the Valerie Plame scandal, with rumblings of impeachment. Both Bush and Blair have been badly hurt by the Downing Street memo.

The G-8 conference was also an ideal, high-profile event to mobilize the sympathy of world leaders on their side. The home-team terrorists even got their favorite base-eleven numerology working for them with the 7/7 date, following on Madrid 3/11 and New York 9/11 (remember Flight 11 and Flight 77?)

Cui bono. Even the stock market closed on an uptick.

How can I be so sure? The war-profiteer clique are not all that inventive. In fact, false terror is the only trick they know. If they had any idea of governance or statecraft, they wouldn’t need to stoop to these toxic tactics.

One of the classic trademarks of false-flag terror was on display today with the "previously unknown" organization posting anonymously on a website. Of course, western intelligence, using Echelon and other tools, could track any webposting back to its source. If it wanted to.

"Real" terrorists have known organizations and make concrete demands.

Fake terrorists (covert psy-war units of western intelligence) always use the name of an "unknown" group. They have to do this, of course. If they had claimed that, say, the PLO did it, the PLO would energetically deny it. So they use fictitious identities, which can be molded to suit the target of convenience.

Today, the fiction was a “secret” group affiliated oh how wonderfully convenient with Al Qaeda and Al Zarqawi. Yet the BBC itself has established that Al Qaeda does not even exist, in its documentary “The Terror Myth.” And just yesterday Dahr Jamail < www.dahrjamailiraq.com> wrote of his trip to the town of Zarqa, on the trail of the fabled Zarqawi. The man’s family believe he died years ago - no recent photos exist. Certain is only that the mythical Zarqawi always has his base of operations wherever the Americans want to attack Fallujah, Mosul, wherever.

Some other dead giveaway signs:

- Scotland Yard warned Mr. Netanyahu not to go to the bomb site half an hour beforehand, according to an AP wire from Jerusalem (a slip that was subsequently denied of course, but it was still up at http://www.canada.com/national/nationalpost/news/ earlier today).

- An MSNBC translator says an error in a quotation from the Quran in a statement by the "unknown" group couldn’t have been made by Al Qaeda, and he thinks it's phony. < http://www.msnbc.msn.com/id/8496293/ >. Blair’s proofreaders are falling down on their dossiers again...

- Train bombings like London 7/7 are a speciality of NATO psy-war units. The expert on this ever since 1978 has been Webster Tarpley, who shows in his latest book, 9/11 Synthetic Terror, how the bombing of Bologna Stazione Centrale in 1980 by the so-called Red Brigades is of one cloth with the Madrid bombings. The supposed “communist terrorist” Red Brigades were fakes, a patsy outfit created by Lodge P2, the neofascist shadow government running Italy. Likewise, the suspects in the Madrid train bombing were police agents, run by a neo-fascist falange: as Tarpley notes, one suspect admitted he was working for the old guard of the Guardia Civil Unidad Central Operativa.

Another possible motive, says Tarpley, is the war party want to push Bush into Iran, but America has no stomach for it. They need another 9/11 now so they can occupy both the Iraqi and Iranian oil fields, and hold the world, all of us, to ransom.

The ground has been prepared for war on Iran by incursions into that country by under-cover American military units. This aggression aroused a storm of anti-American sentiment, which won the elections for Mahmoud Ahmadinejad, a radical dark horse candidate, in turn making it easier to mobilize a war coalition against Iran. Failing that, he may at least keep Iran in the grip of backward fundamentalism. Tarpley has an entire chapter entitled “Islamic Fundamentalism: Fostered by U. S. Foreign Policy.” It’s a policy going back to the 19th century British Arab Bureau, the divide and conquer specialists, who hit on xenophobic fundamentalism as the tool to make the Arabs impossible partners for alliances with any of Britain’s rivals.

“Poster boy” bin Laden is only the latest product of this policy. Alternative writers in the West are quick to point out the demagogic effect his image has on Western publics. They may not so easily realize the deeply cynical obverse of the covert strategy: feeding the Arabs on the poison pills of false hopes in a terrorist hero. Yet Arab admiration for Osama has remained platonic. Anthropologists long ago noted the Arab tendency for venting feelings in words rather than acting them out. The BBC Terror Myth documentary points out that while the Arabs were eager to go to Afghanistan to fight the Soviet army, Bin Laden and Zawahiri utterly failed in attempts to mobilize Arabs to take the way of terrorism against innocent citizens. According to Tarpley’s evidence, Zawahiri is probably bin Laden’s handler from MI-6. We enter thus the shadowy world of the alphabet agencies and their covert clients, the patsies and moles, who live a tunnel life, like the trains of London they have fed on this time.

O lovers of peace and opponents of war: you can see no end of calamities instigated by the war party, until the people see through the false flag trick.

In this vein, we are working on a new book that gives depth of historical background about this, entitled The Nazi Hydra in America, currently online. It shows how the 1933 Reichstag fire, perhaps the most famous false-flag op of the century, which catapulted the Bush-Harriman protégé Hitler to power, was followed in 1934 by an attempted military putsch by the Morgan interests against FDR an episode that has been expunged from all schoolbooks. Yet if it had succeeded, with America and Germany both under fascist control, the New World Fascist Order would have come into being 70 years ago.

Iranians to Train Iraq's Military

Former enemies Iran and Iraq say they will launch broad military co-operation including training Iraqi armed forces.

"It's a new chapter in our relations with Iraq," said Iranian Defence Minister Admiral Ali Shamkhani.

He was speaking at a joint news conference in Tehran with his Iraqi counterpart Saadoun al-Dulaimi.

Relations between the neighbours - who fought a bitter war from 1980 to 1988 - have improved greatly since the overthrow of Saddam Hussein in 2003.

This is the first visit to Iran by an Iraqi military delegation since the war, in which a million people died, started.

The promise of co-operation comes despite repeated accusations by the US - which has about 140,000 troops in Iraq - that Iran has been undermining security there.

"No one can prevent us from reaching an agreement," Mr Shamkhani said when asked about possible US opposition.

Forgiveness

Mr Dulaimi echoed his Iranian counterpart's view about a new era of Iranian-Iraqi ties.

"I have come to Iran to ask forgiveness for what Saddam Hussein has done. The same has to be done with Kuwait and all Saddam Hussein's victims," he told the news conference.

Tehran has asked Baghdad not to allow the US to establish long-term military bases on its soil, fearing that it would consolidate what Iranians see as the American and Israeli military domination of the region.

But Mr Dulaimi insisted that foreign troops were needed to ensure Iraqi security.

He added: "Iraq will not be a source of insecurity and instability for any of its neighbours. Nobody can use [Iraqi territory] to attack its neighbours."

Sensitive Issues

Among other areas of co-operation, Mr Shamkhani listed mine clearance, anti-terrorism, identifying those still missing from the Iran-Iraq war and training and re-equipping the Iraqi army.

The two ministers said more sensitive issues such as a full peace treaty and war reparations were still a long way from being resolved.

"We have come to our Iranian brothers to ask them for help and we have not yet started on the more sensitive issues," Mr Dulaimi said.

In May Iran's foreign minister promised to tighten security on the two countries' border on his first visit to Baghdad.

An Iraqi government delegation headed by Prime Minister Ibrahim al-Jaafari is expected to visit Tehran next week.

"Unfortunately, the deficit hawks in Mr. Bush's Office of Management and Budget are now ignoring this "obligation" (his word, not mine) because fixing the problem is too expensive. The Congressional Budget Office estimates it would cost approximately $2 billion in fiscal 2003. Of course, bloated deficits haven't stopped Congress from padding its own payrolls or stuffing 8,341 pork barrel projects, estimated by Citizens Against Government Waste at $20 billion, in this year's 13 appropriations bills.

What's worse, the Rumsfeld Pentagon doesn't seem to grasp that this punitive policy has an unquantifiable adverse effect on retention and combat effectiveness. Do we really want a military force led by risk- averse, desk-bound officers and NCOs who avoid the possibility of getting wounded because they don't want to financially punish their families?

INTERDEPENDENCE DAY 2005 ADDRESS

Dear Friends and Colleagues,

As we look around us during this "Independence" Day 2005, isn't it amazing how much abject dependence we encounter?

What grabs me most of all is how dependent on superstition and corporate propaganda most folks have become. Wow! The phenomenon called Denial recently has become much more difficult for activists and truthsayers to cope with: as things relentlessly worsen, folks inhabit ever more ludicrous fantasy worlds in an effort to feel comfortable. Probably the weirdest element in this is that as the planet's situation darkens, the average corporate victim no longer is content believing things are more or less the same--but now in fact desperately must believe they're actually getting better. The Christian "Rapture/Armageddon" superstition is a clear example.

Which is why I've recently become interested in whether there's now gear which can provide neural benefits till now available only via yogas and psychedelics. I've purchased two copies of a device called the Brain Tuner and am circulating them for comments. One way or another, folks must become able to absorb more bummer info without needing to fool themselves, to escape. That is, we all must set aside an hour or so each day for an activity (or process) dealing solely with improving neural stamina.

Meanwhile, bioregionalism is one of the most appropriate topics for any Independence Day because it aims to re-establish societies free of corporate control. I regret that I have but one life to give for my bioregion.

On this occasion I'll relay to you a piece I wrote in March '70 shortly before "bio" became the prefix for our regional aspirations:

IMPERIALIST HUMAN CIVILIZATION EXPANSION BRINGS PLANET DEATH.
CENTRAL HUMAN GOVERNMENTS TERRORIZE THE PLANET AND SPEED
THIS DEATH. IT IS WISE QUIETLY TO GO OUR OWN WAYS. WISE ALSO
TO ISOLATE THE GOVERNMENTS AT OTTAWA, WASHINGTON DC, MEXICO

Centrally defined borders imprison all life. The ecological crisis is the earth organism shaking itself free of its human imperialist chains.

No more nations. Nations are fantasies. Our own ways lead to realities. Topo realities. Watershed and airshed realities. Regions. A region is terrain within which ecological cycles can be closed without expenditures of non-renewable energy reserves. As regions close within themselves, nations lose ability to wage war: no more Colorado water for desert Imperial Valley lettuce which feeds L.A. munitions worker who kills Vietnamese.

Urban centers are foci on trade routes littered, waterways polluted, air corridors hazy with smog. Urban centers: any centralized, totalitarian human organization must of its own logistical needs become extinct.

City governments, state or provincial governments, federal or national governments rarely have any topo/watershed/airshed reality. The unreal areas over which they wield power often are cut to rectangles! These governments sometimes create 'regional planning commissions' but the planning groups are subterfuges because they have no political autonomy. They serve merely as covers hiding the impotence and incongruity of the governments. The best way for a state or national government to suppress regional consciousness/determination is to use a 'regional planning commission' as a subtle police force. Regional planning is essential but it must be carried out by persons who have moved beyond obedience to the old civilized forms of government. People must devise ways to keep money/energy out of the hands of the archaic governments. Resist taxations. Here in what is wishfully called 'the United States of America' groups of people (legally: 'corporations') usually can find tax loopholes. Good. Tribal sharings: spread 'incomes' equally among the members and keep everyb ody below the tax thresholds.

Land is not really property, can't really be owned, is not really private, can't really be sold. 'Real' estate means Spanish 'royal' estate: it took the enormous awesome superstition of 'king' to get away with the incredible act of taking land from nature and declaring it part of society, thus ripping the delicate intricate interdependence of all planet beings with each other and with the land. Whole priesthoods emerged to consecrate the act: men had souls, animals didn't, kings had the biggest souls of all. Man became a species apart. In his loneliness he consoled himself with logic and ambition.

In our times large rural land'owners' use chemical fertilizers manufactured with energy provided by the last of the fossil fuels; the chemicals devastate the fragile topsoil. Small farmers, unable to compete with the huge agribusinesses and frightened of co-operating with one another, are driven from the land and add to the painful crowding in the cities. Large landholdings must be broken up and distributed among the urban and rural poor. Nuclear families might fail all over again on some of the small farms. Several adults working cooperatively and rearing children in common stand a much better chance of bringing a burned-out farm back to health.

Eighty thousand years of hunting, food-gathering, religion, ritual and family. Of these eighty thousand, perhaps five thousand have been for a small number of people the experience called civilization. Civilization is totalitarian : wildness cannot be tolerated : police conditions are inevitable. Central civilizing authorities manipulate regional resources and energies. Daily local living workplay disappears into 'productivity' performed for goals valued only elsewhere; eskimos lured to sweat oil from tundra to feed weird engines of temperate zone; whole species die; police patrol the productivity performances on behalf of the civilization-concept.

Our ways go forth from civilization now; they lead to autonomous regional cultures once again.

I wrote this for my eco-newsservice Earth Read-Out, which at that time was appearing as a column in fifteen or twenty newspapers. I provided maps of North America whereon ten independent regions were specified. They were formed mainly from considerations of climate and forest characteristics and were quite similar to the regional perceptions of those peoples inhabiting North America when the Europeans invaded.

During these intervening thirty-five years the Centralists have used their control of media and schools to get away with land-grabs even larger than those of nation-states. I refer of course to obscene organizations like NAFTA, CAFTA, WTO, EU and ASEAN. Regionalist resistances to these land-grabs generally have been loyal-oppositionish and thus weak--though the Zapatistas are a gallant exception. Most regrettable is the regression from tribes ("hippie communes") sharing land back to nuclear families "owning" land. The nuclear family is no longer adequate because in nearly every instance both adults are too pinned down with short-term stuff to deal efficiently with the household's long-term (e.g., sustaining outdoor agriculture) concerns.

But it's good timing now to move towards stronger regional initiatives because many folks on the right side of the quaint left/right political distinction recently have come to appreciate the value of such. So bioregionalism can play a major role in overcoming the divide-and-conquer achievements of those sleazy scoundrels manipulating left/right squabblings.

Exactly thirty years ago today several of us put together an Interdependence Day celebration at a San Francisco nightspot. The US Bicentennial was to be the following year and we wanted to green it out by announcing we'd not celebrate a mere two centuries of rapacious human chauvinism but rather millenia of a generally cordial history of all species: Bio-Centennial. So please think of this as Interdependence Day remarks.

"According to the article: "...DoD lists currently being very quietly circulated indicate almost 9,000 [U.S. military] dead"; this far exceeds the "official" death count of 1,831. How can this be? It's largely because "U.S. Military Personnel who died in German hospitals or en route to German hospitals have not previously been counted."
